Question 23 of The Impossible Quiz Book features a layer of bubble wrap, that amusing piece of plastic material covered in dozens of little air-filled bubbles whose popping is insanely addicting. On the right end of the screen, there's a big arrow-shaped bubble. When you get here, you'll see Chris' hand coming into view with a small dirty paper containing a certain number written on it, before going away. There's also a 20-second bomb on the top right corner of the screen.

What you're meant to do here is to pop as many bubbles as the paper tells you and then click the arrow-shaped bubble. The number on the paper can be 18, 23 or 27 (it's completely random every time). If you try to click the arrow without having popped the required AND exact number of bubbles, you'll lose a life, you'll be shown a paper again and you'll have to start popping them again, but the bomb won't reset.

There's a Fusestopper available in this question. To acquire it, all you have to do is to click the purple bubble, which is located on the left edge of the screen, right in the middle of the lives counter and the question number. That bubble also counts for the total you pop in order to pass the question.
